Novi Sad Seeks Consultants for €33.5M Waste Project

The City of Novi Sad in Serbia has invited consultancy firms to submit proposals for a waste management infrastructure project valued at €33.53 million. The tender covers the preparation of conceptual and preliminary designs, alongside environmental and social impact assessments, for the closure and rehabilitation of unsanitary landfills and the construction of recycling yards across the Novi Sad waste management region. The deadline for submitting proposals is November 18, 2026.

The selected consultant will prepare technical designs and assessments to support the closure and remediation of up to 13 municipal unsanitary landfills. The assignment also includes preparing documentation for the development of recycling yards within the waste management region.

The scope includes conceptual designs, preliminary designs and environmental and social impact assessments (EIAS). These services are intended to establish the technical requirements and assess the potential environmental and social effects of the planned infrastructure works.

The consultancy assignment represents an important preparatory stage in the broader project. The resulting designs and assessments will help inform the subsequent implementation of landfill rehabilitation and recycling infrastructure development.

EBRD Highlights the Importance of Modern Waste Management

The EBRD is supporting waste management infrastructure projects across the region, with an emphasis on reducing pollution and improving recycling systems.

“Modernising waste management systems and increasing recycling rates are key to reducing pollution, creating opportunities in the circular economy and moving the country closer to EU environmental standards.” - Susan Goeransson, Director for Infrastructure Europe at the European Bank for Reconstruction and Development (EBRD)

Although the statement relates to North Macedonia rather than Novi Sad, it highlights the wider environmental and economic objectives associated with modern waste management infrastructure.

€33.53 Million Project Combines EBRD and EU Funding

According to the EBRD’s general procurement notice, the Novi Sad project has an estimated total value of €33.53 million. Its financing structure includes a €9.6 million EBRD loan, a €20.4 million European Union grant through the Western Balkans Investment Framework (WBIF), and €3.53 million in funding from the City of Novi Sad.

The project aims to address unsanitary landfill sites and expand waste management infrastructure through recycling-yard development. These measures are intended to support improvements in the region’s approach to waste handling and environmental management.

For consulting firms specialising in environmental engineering, infrastructure planning, waste management and impact assessments, the tender offers an opportunity to contribute to a publicly funded infrastructure programme.

International Tender Open Until November 18

The City of Novi Sad is the contracting authority, and the procurement will be conducted through the EBRD Client E-Procurement Portal. Firms from any country may participate unless otherwise specified in the procurement documents.

Interested companies should review the official tender documentation for detailed technical requirements, eligibility criteria, contract duration and submission procedures.

With proposals due by November 18, the appointment of a consultancy team will be a key step in preparing the planned landfill rehabilitation and recycling-yard development works.
