State-owned transport infrastructure consultancy company RITES Limited has entered into a Memorandum of Understanding (MoU) with Hindustan Petroleum Corporation Limited (HPCL) to provide end-to-end consultancy services for the development of railway siding infrastructure at HPCL facilities across India. The agreement was signed on August 7, 2026, and brings together RITES’ railway engineering expertise and HPCL’s extensive petroleum infrastructure network.
Under the partnership, RITES will support HPCL across the complete project lifecycle, covering activities from the initial concept stage through commissioning. The consultancy scope is expected to include feasibility studies, surveys, preparation of Detailed Project Reports (DPRs), detailed engineering and project management consultancy.
RITES will also provide construction supervision and assist with coordination and statutory approvals involving Indian Railways. This broad scope positions the agreement as more than a conventional engineering assignment, giving RITES an opportunity to provide integrated consultancy and project-management capabilities for railway-linked petroleum infrastructure.
The collaboration comes as companies across energy and infrastructure sectors increasingly look to strengthen rail connectivity for the movement of bulk commodities. For HPCL, improved railway siding infrastructure can support more efficient movement of petroleum products between its facilities and the wider rail network.
Railway sidings are critical links between industrial facilities and the main railway network. Their design and development require coordination across engineering, land, safety, operations and regulatory requirements. RITES’ experience in railway infrastructure gives the company an established role in undertaking such multidisciplinary assignments.
The company’s railway consultancy portfolio includes feasibility studies, preliminary engineering and traffic studies, final location surveys, DPR preparation, detailed engineering and project management services. RITES also undertakes construction of railway sidings and connectivity projects.
The RITES-HPCL agreement also highlights the growing role of specialist consultants in large-scale infrastructure development. Instead of relying solely on individual engineering contractors, infrastructure owners increasingly require consultants capable of managing multiple stages of a project—from planning and design to execution and commissioning.
RITES’ consultancy services cover techno-economic and feasibility studies, DPR preparation, design engineering, procurement assistance, project management, quality assurance, construction supervision and commissioning support.
The latest agreement follows RITES’ recent expansion of its consultancy partnerships. In June, the company signed an MoU with Container Corporation of India (CONCOR) for project management consultancy services covering logistics infrastructure from concept to commissioning.
For RITES, the HPCL partnership therefore adds another opportunity to leverage its railway and infrastructure consultancy capabilities while supporting the development of rail-linked logistics infrastructure in the energy sector.
